Terrorist Plot Involving Bomb Making Teacher Foiled In New York City

Twin brothers in New York City were charged on Thursday after law enforcement officials executed a search warrant at their apartment and found dozens of pounds of bomb-making materials and disturbing notes.

Christian Toro, who was a teacher up until December, and his brother, Tyler Toro, both face federal bomb-making counts; Christian Toro also faces a charge of distributing explosive materials to a minor, NBC New York reported.

Christian Toro was arrested in January on rape charges stemming from an alleged inappropriate relationship he was having with a female student where he taught in Manhattan’s Harlem neighborhood. Christian Toro resigned his job from the school in December after the student called in a threat. NBC New York notes:

After he (Christian Toro) resigned, Tyler Toro returned Christian Toro’s school-issued laptop to the school. A technical specialist there found a found copy of a book providing instructions on how to assemble bombs.

The school alerted law enforcement, and FBI agents and other authorities went to the brothers’ Bronx apartment on Feb. 8. The two and a female relative told agents he hasn’t meant to download the explosives manual and that he had been researching the 2013 Boston Marathon bombings, according to the complaint.

FBI agents spoke with students at the school on Wednesday and learned that a couple of them had visited Christian Toro’s apartment and were paid $50 an hour to disassemble fireworks for the purpose of extracting the gunpowder to make bombs. NBC New York adds:

A search warrant was executed at the apartment Thursday, and authorities allegedly found a dozens of pounds of household materials and other chemicals used to build improvised explosives in a bedroom.

Among the items, authorities found 20 pounds of iron oxide and five pounds of aluminum powder, which form thermite when combined; five pounds of potassium nitrate; two pounds of confectioner’s sugar, which can be used as fuel for making explosive devices; a glass jar of black explosive powder; a cardboard box of firecrackers; a plastic container of apparent thermite; a small container of potassium nitrate; and a bag of metal spheres, which can be used as shrapnel.

Federal law enforcement officials also discovered handwritten notes at the apartment which supposedly belonged to Tyler Toro. According to NBC New York, some of the notes found in the diary said:

  • “If you’re registered as a sex offender, things will be difficult. But I am here 100% living, buying weapons. Whatever we need.”
  • “When you find out I threw away all evidence [of operation code name ‘Flash’] I could find in your room, I hope this doesn’t turn into a scene from ‘Goodfellas'”
  • “We are twin Toros strike us now, we will return with nano thermite”

Authorities also found a backpack, which supposedly belongs to Christian Toro, that contained a note, which said: “Under the full moon the small ones will know terror.”
