(CNSNews.com) As the Trump administration continues to review a proposed “Protect Life Rule,” which would prohibit Title X funds from going to family planning centers that perform abortions, the Department of Health and Human Services (HHS) announced today its Title X grant recipients for fiscal year 2018 and they include Planned Parenthood facilities in several states.

Ninety-six groups will receive Title X family planning service grants that reportedly total $260 million, said the HHS in a statement. According to Modern Healthcare, HHS’ acting deputy assistant secretary for population affairs, Valerie Huber, assured reporters in late February that “family planning clinics that provide abortion services will be eligible for the new funding under the new guidelines.”

“Today’s announcement demonstrates our commitment to continue providing access to high-quality family planning and related preventive health services with an emphasis on overall health and well-being of every person,” said Assistant Secretary for Health Brett P. Giroir, M.D. on Aug. 2.

“This vital public health program makes important contributions toward achieving optimal health outcomes for the women and men who depend on it,” he added.

Among the 96 grant recipients are:

Planned Parenthood of the Great Northwest and the Hawaiian Islands (Alaska)

Planned Parenthood of Southern New England, Inc.

Planned Parenthood of the Great Northwest and the Hawaiian Islands (Hawaii)

Planned Parenthood of the Great Northwest and the Hawaiian Islands (Idaho)

Planned Parenthood of Illinois

Planned Parenthood Minnesota, North Dakota, South Dakota

Planned Parenthood of Northern New England, Inc.

Planned Parenthood South Atlantic (North Carolina)

Planned Parenthood of Greater Ohio

Title X funding is supposed to be used to provide “family planning” services, such as contraception, pregnancy testing, and screening for sexually transmitted diseases, and related services. The funds are not supposed to be used “in programs where abortion is a method of family planning.”

However, money is fungible and grants for one purpose can free-up funds for another purpose. As House Rep. Chris Smith (R-N.J.) has said, “Today, hundreds of abortion clinics are co-located at Title X family planning facilities. For example, 266 of Planned Parenthood’s abortion clinics are subsidized by U.S. taxpayers in the Title X program to the tune of about $56 million each year.”

“Planned Parenthood is an organization that is directly responsible for over seven million deaths of unborn children, a staggering loss of children’s lives,” said Smith.
